AIS Infrastructure Lands $2B in DHS Design-Build Contracts

AIS Infrastructure secures $2B in DHS design-build contracts for four projects along the southern United States border, creating new jobs and requiring skilled workforce and advanced technical security systems. Fieldwork starts Jan 2026 with completion expected in 30-36 months.

AIS Infrastructure (AISI), a rapidly growing company in the heavy civil and infrastructure industry, announced that it was awarded four design-build contracts by the U.S. Department of Homeland Security and U.S. Customs and Border Protection that total more than $2 billion.

These projects will be completed by BCSS, an AISI subsidiary. They are located along the southern border within proximity of Eagle Pass, Texas; Lukeville, Ariz.; and Marron Valley / Campo, Calif., (San Diego area). They bring with them a surge of new jobs and opportunities.

To meet the scale and complexity of these projects, AISI is expanding its workforce by 350 to 400 employees and deploying nearly 100 additional pieces of heavy equipment by March 2026. From seasoned equipment operators to skilled tradespeople, to project management, AISI is hiring across the board — with immediate openings in multiple states.

"These are long-term, transformational infrastructure projects that require a skilled, driven team," said Stephen Christensen, president of AIS Infrastructure. "We're building complex roads, bridges and critical access systems for these projects that demand top-tier talent and dedication."

The four awarded projects include:

• DRT-1 ($565 million) and DRT-2 ($364 million) in Del Rio, Texas — focused on vertical and waterborne barriers, patrol roads, access routes and complex technical security systems.

• SDC-1 ($483 million) in San Diego, Calif. — covering vertical barriers, mountain access and patrol roads and advanced technical security systems.

• TCA-1 ($606 million) in Tucson and Yuma, Ariz., — combining existing barrier wall improvements, new vertical barriers and extensive drainage, patrol and access road networks. Advanced security and detection systems will complement this work.

Each project is a full design-build effort, with HDR Design leading the engineering phase that is under way. Fieldwork is anticipated to begin in January 2026, with construction expected to continue for 30-36 months for all four projects. BCSS, in a joint venture with Caddell and Gibraltar, will lead and manage all four projects.
