ARTBA Helps Lead National Push To Shape, Strengthen America's Transportation Future

ARTBA and its allies lead a national effort to shape the next highway and transit investment bill. They urge Congress to adopt principles that protect funding, enhance safety and modernize revenue to ensure efficient, cost-effective transportation improvements that benefit every American and keep the nation moving forward.

The American Road & Transportation Builders Association (ARTBA) and its transportation construction industry allies released a comprehensive vision to help guide development of the next multi-year highway and public transit investment bill.

As co-chair of the Transportation Construction Coalition (TCC), ARTBA is encouraging Congress to embrace the Principles for Surface Transportation Reauthorization, which would ensure states, communities and industries have the tools required to plan, procure and deliver critical transportation improvements safely, efficiently and cost-effectively.

"Transportation infrastructure touches the lives of every American every day," said Dave Bauer, ARTBA president and CEO. "The decisions made in the next reauthorization bill will either put us on a path toward safer roads and less time in traffic, or one that accepts the growing transportation challenges of today. We stand ready to collaborate with bipartisan leaders in the House and Senate to keep America building and moving forward."

Current surface transportation funding authorization expires Sept. 30, 2026, which could create uncertainty and risk costly delays if new legislation is not enacted on time. The TCC is offering Congress a roadmap to deliver strong, reliable infrastructure investments across the country by:

• Keeping America building by protecting current investment levels and adjusting them for inflation to maintain purchasing power, while enacting project delivery improvements to maximize the use of taxpayer dollars.

• Protecting workers in construction zones with additional resources to help keep them and the traveling public safe while road improvements are made.

• Stabilizing long-term funding by modernizing federal user fee structures, such as fuel taxes or mileage-based mechanisms, to ensure fair, sustainable revenue streams.

"Americans see and feel the value of federal transportation investments every day, from safer school drop-offs and shorter commutes to high-quality construction jobs that revitalize communities," the TCC said in a joint statement. "Our industry is ready to keep delivering these results to every congressional district across the nation. These principles offer a clear framework for Congress to keep America moving for the next five years and beyond."
