The Roy Blunt Luminary Park project closed out 2025 with major progress after the Kansas City Council passed Ordinance No. 250809, authorizing the project to advance to 100 percent design and setting the stage for construction to begin.
The ordinance approves the development agreement, final design services, project management and an extension of preconstruction services for the construction manager/general contractor. It follows the project's receipt of a federal Finding of No Significant Impact (FONSI) and the selection of Clarkson Construction and JE Dunn as the CM/GC.
"This action brings us closer to transforming a highway barrier into a landmark public space that strengthens our downtown, enhances the visitor experience and connects our neighborhoods," said Mario Vasquez, city manager. "This project reflects years of collaboration, and we are grateful to the state of Missouri, MoDOT and all our partners."
Project partners noted the economic and civic benefits expected from the investment.
"This park represents years of collaboration and dedication," said Jon Stephens, president and CEO of Port KC. "We are ensuring this once‑in‑a‑generation project delivers the public space Kansas Citians have long envisioned and creates a lasting civic legacy."
Community leaders also underscored the project's ability to activate year‑round programming. "Roy Blunt Luminary Park will knit our neighborhoods together in ways that strengthen community and drive opportunity," said Bill Dietrich, president and CEO of the Downtown Council of Kansas City.
With more than $158 million secured to date, including nearly $30 million in private funds, the project is entering Phase II of fundraising to secure an additional $21 million before the city releases an additional $65 million. Earlier this year, the first phase of private fundraising successfully reached its $29 million goal.
The 5.5‑acre park will include inclusive play areas, entertainment amenities and multimodal transportation options. Paired with the adjacent Barney Allis Plaza, scheduled for completion in December 2026, the park will anchor a new civic district downtown. Construction is anticipated to begin soon.
