STV Chosen to Manage New Terminal Expansion at Conn.'s Tweed-New Haven Airport

STV has been chosen by AVports to manage the $250 million terminal expansion at Tweed-New Haven Airport in Connecticut. The project includes a new terminal, runway extension, parking facilities and environmental enhancements. Construction is set to begin in 2026, with completion expected by 2028.

AVports, a leading Virginia-based airport management firm, has selected STV to provide construction management (CM) services for the $250 million Tweed-New Haven Airport (HVN) terminal expansion in Connecticut.

As part of its scope, STV's local Hartford-based team will oversee the development of the program, which includes:

• A new 80,000-sq.-ft. east terminal designed to improve operational efficiency and offer modern passenger amenities, including expanded gate areas, upgraded concessions and comfortable waiting and lounge spaces.

• A runway extension from 5,600 ft. to 6,575 ft. to enable larger aircraft and expanded route options.

• Parking facilities for up to 4,000 vehicles to improve access and convenience for travelers.

• Environmental enhancements, including restoring 28.5 acres of tidal wetlands and creating more than 3 acres of new tidal salt marsh to compensate for the 9 acres of wetlands affected by the project.

In a news release from STV, based in New York City, Michael Jones, CEO of The New HVN, said, "This partnership with STV demonstrates our commitment to bringing home a newer, better airport for Southern Connecticut. "With the right team now in place, we're positioned to move as soon as our municipal partners finalize the path forward," he said. "This ensures the project reflects the region's growth and delivers a passenger experience that matches the energy of the communities we serve."

New Haven is expected to grow to 150,000 residents by 2034, which would make it the largest city in Connecticut. The HVN project is one of New England's most significant aviation expansions in decades, enhancing regional mobility and supporting economic development of this growing region.

Construction is scheduled to begin in 2026, with completion anticipated by 2028.

Modern Facility for Dynamic Area

In August 2025, Tweed-New Haven Airport announced that it had completed 60 percent of the design for its new east terminal. Reaching that design milestone was a critical checkpoint in major infrastructure projects, according to HVN officials.

Hiring STV is the latest of several big-picture decisions that have been finalized, including terminal layout, footprint and systems planning.

For the airport, those milestones:

• Enabled transparent dialogue with local municipalities. With a detailed design in hand, HVN could continue engaging with local municipalities and the community to gather feedback and refine approaches as the permitting process advanced.

• Cleared the way for state permits, including filing with the Connecticut Department of Energy and Environmental Protection (DEEP) to ensure the project met wetlands, flood resilience and habitat protections.

• Provided a credible, buildable vision that was advanced enough to show the community and regulators what the future terminal would look like, while still allowing refinement and community input before construction began.

• Signaled project momentum by demonstrating to airlines, partners and the public that Tweed-New Haven Airport's expansion was no longer conceptual but advancing through real, federally recognized design stages.

In addition, the project's renderings highlight how the east terminal will deliver a modern, sustainable and community-centered travel experience.

Among the design's key features are:

• A terminal exterior that blends modern form with natural textures and colors drawn from the region. Using materials such as natural wood facades, zinc and pewter finishes, along with architectural screens, the design evokes both durability and warmth. The result is a building that complements its surrounding environment while standing as a bold, contemporary gateway to southern Connecticut.

• An interior that is designed as a welcoming haven, reflecting Greater New Haven's history as a place of community and safe harbor. Bright colors and intuitive wayfinding bring energy and ease from the moment passengers arrive, while local artwork and design elements celebrate the state's changing seasons and creative spirit.

• An east terminal plan that combines critical infrastructure improvements with strong environmental mitigation and sustainability measures, including the preservation of 25 acres of grassland bird habitat and enhancing flood resilience by elevating the terminal above the 100-year floodplain.

• Smart land use, illustrated by the terminal's location, designed to shift aircraft ground noise and traffic away from residential neighborhoods and into a more compatible commercial and industrial area.
