The Texas Department of Transportation (TxDOT) announced in December 2025 that construction has began on a two-phase, multi-year project that will expand U.S. 90 in west Bexar County, ksat.com reported.
The near-$500 million project will transform the four-lane divided highway into a six-lane expressway, with additional frontage road work, according to a TxDOT news release.
"The U.S. 90 Expansion is more than a construction project — it's an investment in San Antonio's future," said TxDOT San Antonio District Engineer Charles Benavidez. "By enhancing safety and cutting commute times, we're creating a safer and more connected transportation network that will improve quality of life for generations to come."
The agency said the project is designed to address existing and future highway congestion. TxDOT expects the number of drivers on the road — carrying from 60,000 to 70,000 per day in 2019 to approximately 150,000 by 2045, ksat.com reported.
Without the planned improvements, commute times could reach 70 minutes if no improvements are made. The expansion could reduce those commute times by "as much as 90 percent," according to the TxDOT release.
Two-Phase Project, Years of Work
According to TxDOT, there will be two project phases, ksat.com reported.
The first phase, which stretches from Interstate 410 to Loop 1604, will cover approximately 3.3 mi. and cost $146 million. Jordan Foster Construction was awarded a contract to construct Phase I.
Phase 1 improvements will include:
• reconstructing and widening U.S. 90 from two to three 12-ft.-wide main lanes from Loop 410 to Loop 1604;
• constructing a two-lane flyover ramp that connects westbound U.S. 90 to northbound Loop 1604;
• constructing a roundabout at Ray Ellison Boulevard to aid traffic flow; and
• building auxiliary lanes in unspecified locations along the frontage roads to optimize traffic near key intersections.
Work is expected to be completed by 2030, according to TxDOT.
Phase 2 will cover Loop 1604 to State Highway 211, a stretch of 4.3 mi, ksat.com reported.
The $339 million project is only partially funded so far, TxDOT said. The agency has not said how much more funding it needs.
Phase 2 improvements are slated to include:
• reconstructing and widening U.S. 90 from two to three 12-ft.-wide main lanes from Loop 1604 to SH 211;
• adding two to three continuous frontage road lanes in each direction;
• adding auxiliary lanes in some unspecified locations;
• adding a westbound-to-eastbound turnaround at the U.S. 90 and SH 211 intersection;
• adding eastbound-to-westbound turnaround bridges along U.S. 90 at Loop 1604 and Montgomery Road; and
• constructing additional improvements at the U.S. 90 and Loop 1604 interchange.
The second phase is expected to begin construction in 2027 and be completed by 2031, according to TxDOT.
Adjacent projects also are under way.
TxDOT opened a westbound-to-eastbound turnaround bridge at SH 211 in September, ksat.com reported.
And auxiliary lanes between Loop 1604 and Montgomery Road are under construction, with completion expected by mid-2026.
