TxDOT's Lance Simmons Joins Ferrovial's Webber as SVP

Lance Simmons, formerly with TxDOT, has joined Ferrovial's Webber as SVP of client relations, aiming to enhance strategic partnerships and delve into new markets. With 30+ years in transportation engineering, Simmons aims to bolster Webber's position as an industry leader.

Global infrastructure company Ferrovial announced on Aug. 21, 2025, that Lance Simmons has joined its U.S. construction company Webber as senior vice president of client relations, reporting to Webber CEO Jose Carlos Esteban.

In the new role, Simmons will focus on strengthening long-term relationships with key clients, building strategic partnerships and cultivating opportunities in new markets.

"Lance's deep understanding of client needs and the evolving infrastructure landscape will help strengthen our company's position as a trusted industry leader," Esteban said. "He brings valuable insight, proven leadership and a strategic mindset that will help drive continued success and growth across Ferrovial."

"I'm truly excited to join the team," Simmons said. "I've long admired the company's strong commitment to delivering high-quality infrastructure to communities."

Simmons brings more than 30 years of leadership experience in transportation engineering from the Texas Department of Transportation (TxDOT), where he most recently served as chief engineer. In his role, he oversaw statewide engineering operations and district activities, ensuring Texas' transportation system was built and operated safely and efficiently.

During his tenure, Simmons collaborated with other state transportation agencies and served in key leadership roles with national industry associations, including the Associated General Contractors of America (AGC), the American Association of State Highway and Transportation Officials (AASHTO) and the American Managed and Tolled Infrastructure Association (AMOTIA). 
